Notice of Multi-Channel Service and Good Faith Pro Se Representation

The Complainant, Thomas D. Coates, respectfully certifies that this motion and all referenced filings are being served simultaneously and in good faith to all relevant parties and oversight bodies, including:
- The EEOC via the official Portal for Charge No. 12K-2025-00001
- The U.S. Department of Labor (WHD), U.S. Department of Justice (ADA Section), and Virginia Office of the State Inspector General
- Cox Communications’ outside legal counsel (Littler Mendelson, P.C.) and all identified principals and executives via their official email addresses
- Other designated agency officials and oversight entities as required by protocol
- Shadow counsel and advocacy organizations, as appropriate, for independent monitoring and review
All service is being conducted by email and electronic submission to ensure a clear, time-stamped, and independently verifiable record.
This filing constitutes Part I of a two-part rebuttal; Part II will be submitted through the same channels and will include further evidence, legal argument, and cross-agency notifications as warranted by ongoing developments.
The Complainant is a pro se party, a single father and grandparent, who is making every effort to comply with all procedural and legal requirements, and to present the truth in support of the rights protected by federal law and the mission of the agencies sworn to safeguard protected activity.
The Complainant respectfully requests that all agencies, respondents, and counsel preserve the full record, refrain from any procedural shortcuts, and ensure that all communications, evidence, and filings are entered into the permanent record and transmitted to all relevant oversight bodies.
