I. INTRODUCTION AND CROSS-AGENCY NOTIFICATION
Complainant Thomas D. Coates, by and through undersigned authority, respectfully submits this Formal Motion No. [4/5] for memorialization, investigation, and enforcement referral. This motion is submitted for entry into the official record of the Equal Employment Opportunity Commission (EEOC) and for immediate, coordinated review by the following federal and state oversight agencies and offices: This motion requests that all agencies above receive a certified copy of this filing and all supporting evidence, and that each agency independently investigate, audit, and enforce all applicable laws, regulations, and recordkeeping requirements as they pertain to the facts and violations set forth herein. The Complainant specifically requests that the Virginia Equal Opportunity Commission (VEOC) audit all payroll-related communications and records involving Cox Communications and Thomas D. Coates, and that any findings or referrals be shared among all cross-investigating agencies for synchronized enforcement action.
