I. INTRODUCTION AND REQUEST FOR DOCKET ENTRY

This letter serves as a formal objection and demand for reinstatement regarding the closure of EEOC Inquiry 437-2025-01209. This inquiry was expressly filed as a separate and independent matter and is not to be grouped or consolidated with any other charge or investigation. This letter is further submitted for immediate transmittal and coordinated review by all relevant federal and state oversight agencies, including but not limited to the DOJ, DOL, IRS, SSA, and the Virginia Equal Opportunity Commission.
II. OBJECTIONS TO CLOSURE AND DEMAND FOR REINSTATEMENT
  1. Explicit Prior Instructions Ignored: I have repeatedly notified you in writing that Inquiry 437-2025-01209 is to be treated as a separate, independent matter. This instruction has been disregarded.
  2. Improper Consolidation Against Charging Party’s Wishes: The closure and attempted grouping of this inquiry directly contradicts my documented instructions and undermines my procedural rights under 29 C.F.R. § 1601.15(a)-(c).
  3. Risk of Summary Dismissal / Lack of Due Process: Grouping the inquiries appears designed to facilitate a summary, non-probable cause determination without full investigation or consideration of the unique facts and legal issues in each matter.
  4. Outstanding Requests and Unanswered Letters: At the time of closure, there were outstanding requests for interviews, clarification, and additional evidence submissions that have not been addressed or responded to.
  5. No Written Explanation or Justification Provided: The closure was executed without prior notice, written explanation, or opportunity for me to be heard, in violation of EEOC best practices and Quality Control Guidelines.
  6. Potential Retaliatory Motive or Administrative Convenience: The timing of the closure-immediately following my filing of detailed motions-suggests it may have been motivated by a desire to avoid additional investigative effort or to penalize me for exercising my procedural rights.
  7. Demand for Written Explanation and Reinstatement: I formally request a written explanation for the closure, including the legal and factual basis for grouping or closing the inquiry, and demand immediate reinstatement of Inquiry 437-2025-01209 as a separate, active matter.
  8. Memorialization and Cross-Agency Notification: I request that this objection and all related correspondence be memorialized in the official record and transmitted to all relevant federal and state oversight agencies for independent review and enforcement, as required by 42 U.S.C. § 2000e-5(b) and EEOC best practices.
III. RELIEF REQUESTED
The Complainant respectfully requests that the EEOC:
  1. Provide a written explanation for the closure and any attempted consolidation of Inquiry 437-2025-01209;
  2. Immediately reinstate Inquiry 437-2025-01209 as a separate, active matter, independent from any other charge or investigation;
  3. Address all outstanding requests for interviews, clarification, and evidence submissions;
  4. Memorialize this objection in the official record and transmit it to all relevant oversight agencies for review and enforcement.

V. CONCLUSION
The integrity of the EEOC investigative process requires strict adherence to the charging party’s procedural rights and the independent review of each inquiry.
